"arrival in Hongkong". Similarly, the limit

within which Chinese goods landed at Hongkong had

to go forward, was extended to read "re-exported

"to the same or another treaty port within one

"year of arrival in Hongkong" instead of "trans-

"shipped so as to reach their treaty port

"destination within three months from the date of

"original shipment" A clause was added entitling

any such foreign goods being re-exported from Hongkong to some place other than China to a draw-

back of the import duty paid on entry into China in

place of the clause entitling foreign or Chinese

goods in transit to be sold in Hongkong, foreign

goods obtaining a drawback of import duty originally

paid.

Another clause entitling Chinese bulk cargo

to free re-admission if re-exported to the same or

another treaty port within one year was also added. The opening olause of this Article, giving the

Chinese Customs "full facilities" for supervising

goods in transit without landing or trans-shipment

while within the water of the Colony, was deleted

altogether.

Other minor alterations were made in the

July draft, all of which were calculated to

loosen the hold of the Customs over the trade

of the Colony or to increase the privileges

granted to Hongkong vis-a-vis China.

Thus, in

Article 1 a sentence was inserted giving the Hongkong authorities the right, on giving notice

to the Customs, to allow junks to leave at night- time, and to vary the list of anchorages, on

giving/
